Over the same general period, the Dublin Core Metadata Initiative (DCMI) had established the Dublin Core (DC) as a standard for describing all kinds of web-based resources [3]. The Dublin Core Education Working Group [4] emerged as one of several special interest groups [5] developing specific metadata elements [6] for the use of their communities.
